Questions are requests for information - sometimes genuine, sometimes humorous requests and sometimes from people too idle to type in to a search engine. Your "question" isn't even a question.
But this is an answer - so give me top answer for wasting my time.

No and too many people on Yahoo are doing it
The ideal behind Yahoo answers is that we can share knowledge.
However, some still treat it as a medium to
a)preach their point of view, especially on religion,
b)be asinine and see how many suckers will give them the undeserved courtesy of a reply
c)downright perverted minds looking for attention

If you feel they are offensive, or against Y! answers you should report their abuse.
You can also click on their ID and look at all their questions and answers, if they are abusive, you can report each and every one of them. Pretty soon, their points drop and/or Y! kicks them off.
