How come in the Dragon Wolrd of Dragonball Z Budokai 2 I can't turn into Gotenks?

I tried Putting the capsule of "Fusion " for Goten and I pressed punch, punch, kick, kick, Ki Blast but it didn't work!!what am I doing wrong?

Goten & Trunks can only transform into Gotenks in a certain level. (when Bu, Piccolo, trunks & goten are trapped in the dimension of time and space)
