why at times my computer makes a strange noise as though it is lagging ,sort of strugling to work.

To start with is it actually interfering with the operations of the computer?

If it is then I would suspect that you have a bunch of Spyware on the system or maybe a virus or Malware.

If it doesn't interfere with the operation (speed) of the computer then I would suspect that you may have a cooling fan going dry and it is growling and if it is doing that then it isn't running at full speed and you will eventually damage the hardware that it is supposed to cool, if this is the case open the side of the computer and using some canned air blow out the dirt from the CPU, Video card, Chipset & Power supply fans, once you have done this look at each one of them and see if they are turning when the system is powered up and the side cover is off.

If one or more are not turning or are turning slow then they need to be replaced before damage is done to the system.

Probably the cooler fan is getting obstructed by something or an other problem is that your hard disk may be getting old and the hard disk - Motor is getting tired and you may require to upgarde a new hard disk. These are the only options for your computer to struggle. If you are planning to upgrade the hard disk make a ghost copy of everything and don't use the older one as secondary drive.

It may be in your cooling fan. Does it have good ventalation? It will do this when it gets to warm. Feel your tower and see if it's hot.
