If you remove the license plate and there is enough of the screw body showing you should be able to remove it with a small pair if Vice-grips. If not then you'll need to drill the screw out. It is embedded in a threaded piece of plastic so try not to hit the plastic with the drill. Then you can use a slightly larger diameter screw to put the license plate back on. It will cut new threads in the plastic threaded piece

You can remove it one of 2 ways:
1) Go to the local autoparts store and get an "eze-out" screw extractor. To use it, you drill a small hole in the broken screw and then screw in the reverse threaded eze-out and it removes the screw. Or:
2) Get a small set of left hand twist drill bits and drill it out. I know this may seem like a joke, but they do make these bits and they work!

I think the screw going into the rear license plate has a plastic insert that the screw goes into.
Break it out and buy a new one. They're cheap.

You can get screw extractors from Sears or most hardware stores. They usually attach to a drill or a tap handle. Tell one of the hardware employees what you're looking for and they'll show you where they are. They can also tell you how they work. Good luck!

You can try drilling it and using an easy out to remove it, or if you can get to it from the back side, clamp it with vice grips and take it on out the back side. As a last resort, you can drill and grind it out with a dremel tool. Good Luck!

Grey Wolf is correct. If none of those ideas work, you will have to drill the screw out and retap the hole for a slightly bigger screw.

get a pair of pliers and try to extract it using them
if all eslse fails -
drill it out - get a drill bit a little smaller then the screw, then drill it out and extract the remaining bits of screw.
try not to damage the thread on the part its screwed into
