I live in SA and have visited Windhoek, Namibia on two occasions.

Windhoek is the capital city and the biggest city - and it's not very big compared to some cities in South Africa. They've got 1 decent mall - Maerua Mall (4 or 6 cinemas and some pretty decent restaurants and stores).

People are friendly a lot of them can speak/understand German. Population is under 2 million (a drop in the ocean compared to South Africa). Windhoek is pretty hilly - the airport is about 45 minutes from the city centre (the NEAREST piece of flat land for an air-strip).

City is pretty clean and safe compared to most South African cities. Not a lot of entertainment happening in Windhoek - if you've got a nice network of friends/relatives then you'll be ok. I know a lot of people in Windhoek go to Swakopmund for long weekends (apparently great for dune-surfing and it's on the coast). The Rand is 1:1 with the Namibian Dollar (most businesses accept the Rand so no need to exchange at the Forex Bureau).

I lived in Namibia for a year doing research for my masters in biology (I'm from Denmark and living in South Africa, Hermanus at the moment). I lived several places including Windhoek, which I really enjoyed. It has a pleasant size and all the shops you know from South Africa. I really like Swakopmund, though I only spend weekends there. It is really pretty and has that German feel to it - and it is a big bonus that it is by the sea. I think you will struggle with work permits, a friend of mine worked at the museum in Windhoek and she had a lot of trouble with getting her work permit. Namibia is strict on immigrants.
