Bypass local proxy: Mostly proxy servers are runnin just with mostly used ports like 80, 8080, 1324 etc. web,mail etc. To get thru proxy you need to use one which is used for browsing etc. You can do that in IE: Start IE > tools > internet options > connection options > Lan settings > there check box with :Use a proxy server for...
In first blank box write proxy in second blank one use 8080 you can even check bypass proxy server for local adresses. If you want go to advanced options and change other proxy setting with ports that u know u have opened. In advanced you can even paste this to last blank box > 127.0.0.1; localhost

those two are router loopbacks so it will jump over them. If this isnt your problem and your question is meant to be how to like download somethin with proxy that could be a bigger problem cause you need to open exact ports for exact connections.
