The first users of the Internet were the US Government. The system was expanded to allow firms engaged in commercial business with the Government to access the net. Later, EMail functions were expanded to also cover those people, and from there it just mushroomed into what we now have today.

Al Gore invented it!
Actually the Internet started as a government link and then universities were added. Before browsers one had to go from point to point manually and remember how you got there. Someone invented gophers to help you remember.
As an example, I could dial into a university in Arizona and then get linked to one in Chicago, and then to one in perhaps Maine. Then I could only get a list of research papers comnpleted by grad students or white papers published by professors. Each had a small description. To read the paper you had to download it to your own machine.
This was in the early 1990's.
But it was still the Internet.
