Lets see, some would say :
White doves would take flight. Throughout the land bells would toll. The dead would rise and walk among us and the people would extoll throughout the land that peace was upon us in perpetuity. I think it wouldn't make a difference. As far as i can tell, he is incapacitated since a few decades.

Let's say he couldn't read from the tele-prompter anymore and someone else would have to do the reading, it would be Cheney who would take over. Darth Cheney would then actually voice the policies he determines already.

If the President is incapacitated, the Vice-President then assumes his duties. After that, there is a line down which the responsibility passes.

Are you kidding? The smartest and best president ever? When it's documented he's got the LOWEST IQ of all U.S. of A. presidents?

He'd be replaced temporarily, as far as I know by the Vice President (I believe that's the main purpose of having one), until a new one is chosen.

The Vice President would take his spot until the end of the term. If he is injured and not dead it could get a bit sticky.
