Well there are a few to choose from.. Fish.. a nice aquarium and some exotic fish or a simple fish bowl with some goldfish. The are fairly easy to look after and also quiet and relaxing.
A bird of some sort from a budgie to a cocktail. Fun teaching them things but noisy and can be messy.
Gerbils, Hamsters, rats and mice etc. Most kids have these or have had these. fairly easy to look after and they don't take up much room. Can be messy and destructive if not looked after properly and can escape.. My sisters hamster could get out of nearly anything.
The more exotic ones really shouldn't be considered at this age as the novelty of looking after them wears off fairly quickly and its normally the parents that end up looking after the pets.

Something small would be a good idea but you also need to think about how much interaction they want with it. Hamsters and mice haver little interaction. They you can have something like rats (no, really they are lovely - just got to get over the tail thing), guinea pig or ferret. Even a rabbit could be good as they can be house trained and let out to roam the house, although you've got to keep an eye out as they like to chew. Best to look up the Internet to have a pro and cons list for each animal.

A Teddy Bear hamster they live 3-4 years and are easy to care for and fun to observe. Or a rat which is very intelligent and also interesting to have around. We had an albino named scrooge. If you are in for something larger a ferret very cute lots of energy a bit like a dog and a cat but allowed in most apartments. Lots of choices just have to get the animal that fits into your life from my experience mom and dad do the caring if the kids lose interest. I always wanted a cockatoo but way out of my price range!

PS as with all animals teach the kids to keep hands clean after handling. Lizards,snakes,hedgehogs,turtles can carry organisms such as botulism that can be fatal.

Try white lab rats. I have had them and they were great. They have more personality than hamsters, and are easy to care for. If tiny dogs are allowed, teacup poodles are adorable and your boys would love him.

try fish they come small and if you get a beta (chinese fighting fish) get a male then they can hold a mirror up to them watch them fan their fins and get all flustered. that and the males are better looking anyway.

dwarf hamsters are great pets !!'
they are tiny and lots of fun to have.
My daughter has about thirty of them.
(course she is grown and lives next door..she raises them)
