Meeting once a year is not enough to form the bonds of a close relationship, when he tells you he likes you as a friend - that usually means not in a romantic way. You may want to ask him directly what he thinks of you two being more than friends to get the clear answer.

If he told you that you are his one true friend, he is trying to let you know he thinks of you as a close friend and that is all. But that is alot. True friends will be there longer for each other than a boyfriend/girlfriend. True friends are friends for a lifetime. Just accept he doesn't feel the same way for you that you do for him. Build on your friendship. Move on. You will see he is not the one for you either.

Then ask him, if your friendship is that tight then it wont matter what the outcome is, your friendship will still be there, and hey you never know, he might be feeling the same, and bingo bango problem solved.
