You need an application form, then you send in a demo of your song and they review it with the thousands of others they receive. You might get an application form via the International Songwriter Association who used to include the link on their website for members during the application period, and there must be other ways to get it too.
The difficult bit is to write a sufficiently cheesy or stereotyped song. And find a half decent singer who can keep a straight face when they sing it.
