Your existing contract with your ISP is good for a particular bandwith or inbound and outbound traffic measured usually in GB (Gigabyte) per second. The total is your monthly transfer rate. If you go beyond this, it will charge you or stop the service until you have paid your current bill.

the only way your going to find this out is ask the Question with your internet provider ,tell them you have your own website set up & people download from it & you wish to know why your internet provider charge extra cash,if they tell you they charge extra ,coz people are using the internet bandwidth ,then it is upto you if you wish to find a internet provider that does not charge

Webhosting plans that I have been put a throttle on the allowed "bandwidth" of your site. check your plan as to how much data download is allowed from your host.
