Un -available number: The number is unavailable if either it is busy or is not reachable or when it has not been alloted

restricted Number: The number may be a closed user group number which is not allowed to recieve calls from other numbers.

It can also happen if u r in a closed user group and u attempt to dial a number external to your group.

unavailable is usually a pay phone or a company who is not listed. Restriced is when someone has restricted there # from you or have unlisted their number. weird that the call hangs up when you answer it. Could be your crazy ex calling from a pay phone?? Call the operator and ask them to trace the call as this person is harrassing you i think it'll cost you a couple of dollars or so but it will be worth it to find out who keeps bugging you! Good Luck!
