Many people are reporting the usage of Water to clean. But most of the western toilets don't have the water facility. Why no one is demanding for water within the toilet?

Not ours. Paper tissue merely smears. Using water to wash followed by correct and effective washing of the hands and use of a desingated hand for cleaning and the other for eating as found in many countries and cultures other than the West is a considerably better and cleaner solution

In theory I like the water method, however having been to many asian/muslim countries ive found that once u leave the cubicle there is never any soap or towels to wash ur hands with
therefore these people are using their hands to wash their bums then just rinsing with cold water and going out and about, thats not hygenic at all
at least using toilet paper the chances of having faeces on ur hands is minimised, i also find most western toilets do have soap and water to wash with afterwards

The Filipinos because the Filipinos use water and SOAP (or the like) to clean up their anuses or genitals (women) everytime they defecate or urinate, respectively. And many people (those who can afford, since the country is poor) even use tissue to wipe their "remaining" wastes, afterwards they clean it with soap and water. Unlike some cultures, people only wipe their anuses with tissues.

Using toilet tissues seem to be "incomplete" since it does not really remove the germs. Soap and water removes germs and tissues only remove residuals and moisture.

water and toilet paper side by side in the modern culture. It was only water previously in south Asia. But some people still use green leaf or stone in the rural area.

I don't know about the toilets anywhere else in the world, but the ones in Japan are cool... You sit on them backwards (compared to the ones here in the united states)... I wish our toilets were like that!

Use water to wash, then tissue to wipe dry. Nothing is cleaner than water.

I use paper to clean and baby wipes to polish.

We will be having a bidet installed soon so I expect that to replace the baby wipes.
