Depends on the species, some have some fantastic dance rituals, particularly the seahorse. The male tends to stay in the same area but the female will roam, coming back for a daily visit and dance.

two other people have already mentioned the mating habits of most fish. also, many fish don't stick around for the young to hatch. they do not "make love" because that is an act of pleasure, and -supposedly- besides humans, only dolphins ever mate for pleasure
you may ask, "but jim, my dog's always getting wild on my leg...", but let me tell you, gentle reader, that even though dogs are decendants of dolphins, and even though they get that smile on their face... scientists say they don't do it for pleasure.
anyway, to restate the answer, when the time comes, which they know by the moon and temperature, i think, the female will lay her eggs on the ground. when she does this, the male, who also knows what time it is, sees eggs on the ground and ... well, he just blows his load at the sight of all these eggs

They dont. The female lays some eggs someplace, and the male just shoots the sperm into the water at them. This how it is with most fish anyway.
