If the building is in Scotland, refer to the Scottish Building Standards Agency on http://www.sbsa.gov.uk/ . Also, call up the local fire department and ask for an appointment with the fire officer. He/she may be able to give you some guidance.
Appointing a professional in the field such as architects may prove invaluable in complex issues such as fire safety and regulations. Search the ARB website for architects near you by postcode on http://search.arb.org.uk/ .

It sounds like you're renovating a thatched cottage (by your previous questions), so have you tried looking at the selfbuild/renovating mags on the market. They regularly feature thatch and its attendance problems and should be able to give you some contacts to make your search easier. Try Build It, Homebuilding & Renovating and Self-Build. Good luck!

Try your local library. They should have a copy of the regs to photocopy, or even take a photo in close up mode.
good luck
