Chiles like sulphur and radiated heat and being near other plants. So put a book of cut off match heads in each hole when you plant, or bury around base. Place plants near each other so they benefit from the humidity. Place flat rocks around the plant for the heat. Let them wilt a little bit before you water and you will have WOW hot chiles.

Chillies or capsicums grow well in the tropics.
Therefore they like hot climates.

Depending on your location, you should

mix the soil around them with a fertilizer (best cow's dung)
dig up the soil and clean out th weeds
and water them once a day (spraying the leaves and plants)

And then you will get ferrocious chillies.
