The only thing I can think of is that there are companies which make "pen covers" which fit a standard sized pen. Some of these are elaborately decorated imitations of oriental rugs. So perhaps your stationary list is referring to this. This commercial item is described as ""Oriental Rug" Pen Cover"

I also saw something called "pen wipes" which looks like some kind of carpet scrap. I don't think this is what your list is referring to. This is some kind of craft item made with "penny rugs."
