Black is the absence of all colour where as white is all colours available.
White can be proved to be made up of all colour by putting a prism in the light and seeing the rainbow emerge out of the prism.
Black on the other hand is hard to prove that there is no colour there. It is argued that the best proof for black is a black whole where theoretically all matter including light is sucked into a void leaving it black. Hence black is the absence of colour.

Black is a neutral colour as white if we say black is not a colour what about white,both white and black they are also a colour as the rest colours.if u don't see white and black in a group of colour the colour is not complete yet.

I was taught that black is absence of colour, but this I just found in Wikipedia (and there is some more if you are interested):

In physics, a black body is a perfect absorber of light, but by a rule derived by Einstein it is also, when heated, the best emitter. Thus, the best radiative cooling, out of sunlight, is by using black paint, though it is important that it be black (a nearly perfect absorber) in the infrared as well.
In elementary science far Ultraviolet light is called "black light" because, unseen (per se), it causes many minerals and other substances to fluoresce.

Theoretically black is the total absence of light. However we cannot create that effect in the physical form ( ie paint ).
Absolute black can only be created in a vacuum as even air molecules will produce energy as they move emitting energy thereby light)
So you can buy the colour black from manufacturers of product but that is their version of black which becomes language rather than a theory.
