Bubba's still up and coming. He's pretty young and he's learning, but he has a lot of talent and will go a long way and be one of the best. I've seen him make some mistakes on the track, maybe trying to go too quickly.
RC is a phenomenal rider and I've only seen him have trouble when he first switched to the 250 and was getting used to it under race conditions. So right now I have to say RC is a better rider. I've always thought RC was going to be the best and be better than McGrath who was also the best rider. So I have to say RC is a better rider.
As for better in other ways, I've only seen them on TV, so who knows? They both seem alright as people.

No. Maybe in a few years when or if hes managed to match RCs accomplishments.
