It's a word processor file. Usually you should use MS Word, although you might be able to open it with other programs if there is not too much complex coding. (Formatting) If you try to open it, and your computer does not automatically open a program, then you should check your programs for word processor applications.

You need Microsoft Works. You may still be able to import/open it into MS Word.
