Great idea! However, there are a few problems that must be addressed before it can work out.
1. Adding chocolate (or any other edible) flavor means added cost of production. This means you will have to pay a few cents more (per item) to purchase it.
2. This also means it must also pass safety standard with FDA (or similar organization) as you will intake chocolate flavor.
3. It would have expiry date just like any other food items. Also it might be sensitive to temperature and melt when it gets too hot. It then grow bacteria and other germs.

It would be like marketing disasters that tobacco companies had with their cigarrettes; people get addicted to chemicals that are bad for them in the long run.
Besides I use tap water to watering and seal envelopes.

I wouldn't lick envelopes... remember the cockroach story a few years(?) back, where the roaches laid eggs on the envelope's sticky stuff, and then it went into this one lady's tongue... gross!! :-)
