Can bettas (fish) see when their light is on?

Question

I am pretty sure that they can see in color so I would think that they can - but I was just wondering if they can tell when their tank light is on or off and which they like better... just wondering. =)

I would swear that every Betta I have ever owned is near-sighted (I keep two males in one large tank and they cannot see each other if they are more then three inches away from each other). But, they definitely can see better when the light is on.
