In the Roman Empire, the historian Cornelius Tacitus mentions a white flag of surrender in A.D. 109. Before that time, Roman armies would surrender by holding their shields above their heads. The usage of the white flag has since spread worldwide.

Normally white is considered as a color of peace. Normally is is considered that after surrender in a war peace returns. I think red can also be considered as a color which means stop the war.
