Yes. Take up a refresher course, do your PhD in Psychology and then you can practise as a Doctor(Psychologist)

If it isn't in counseling or clinical psychology, you cannot be a psychologist/counselor. I'm saying this because there are other fields like reasearch, organizational, biological, cognitive, etc. If your degree is in counseling/clinical, you'll have to attend some catch up seminars and will have to do your supervised internship to be a counselor.
If you got your degree in a general field in psychology, you should apply to Psy.D program that takes some of those units and knocks you into a 3 year program to be a therapist (usually a Psy.D is 4 years).

What have you been doing in 12 years? Should always find jobs relevent to your acedemic qualification. Why not start apply now for the post in small companies if you have yet no experience.
