Wonderful short story by Bob Shaw; one of the first stories to make use of Bose-Einstein condensates that cause light to slow down to walking speed.

It's in Analog 6, an out of print science fiction anthology and the story is "Light of Other Days".

Shaw is a British sci-fi writer.

This is about slow light but it might help.
Larry Niven's "Protector" features a battle fought at near-light speed around some local stars. The distances involved mean that the lasers took months or years to reach their targets. Could this be slow light?

I know Frank Herberts Dune series had some kind of Light armour that could only punctured if entered slowly.

Could this be it?
