There is several ways to compress photos (video)
in the first case you will lose int the qaulity of your pictures but win with file size, you may use even paintbrush to save your photo as JPG of lower qaulity or some other program more complex (Photoshop..)... for video you have to use some codecs, depending on selected codec qaulity and the size of your video varies. Also you may try programs taht applyes waved method to compress images.. in this case you will no loose qaulity and file size will be smaller 100 times, but your recipient must also use this program to open recieved images....
Compressing JPGs or MPGs with RAR or ZIP makes no effect:)

video files , zip them, photos if those r in jpeg format open with paint and save in jpeg form, this will reduce 2/3rd of actual file size

lower the resolution the better.... pixels consume space the less pixels the less file size you get. I suggest converting images to bmp format.
