Not that & not really . Karma does exist but the ongoing deeds keep affecting & influencing it . I don't really want to tell a story but it seems like the only solution -
Once there was a good and religious man . Always helping others & praying to God . And the other one , always teasing others & making fun of them . Doing all the un-social activites . One fine day the bad man finds a small bag full of gold coins whereas the good man gets hurt by slipping from the stairs . The good man then cries to God that he has always served him whole-heartedly but this is what he gets . But the bad man is being rewarded . The God then replied to him that it is the outcome of past Karma . The good man was to die but because of his good deeds in the present life , he has been saved . The bad guy was to get a pot of gold coins but because of his bad deeds he had to settle with a small bag .
Personally, I don't know if its true . These are some mysteries which will perhaps always go unsolved . All I believe is that God is the supreme power & he can do wonders for us whether or not karma exists .

Well, I am a victim of karma, so no, there is no such thing as an innocent victim because if you have karma, its because of something that was coming back on you for something stupid you did when you knew it was the wrong thing to do.

If there is no such thing as an innocent victim, it implies that anyone who is a victim has committed some offense to warrant a karmic retribution.
If so, what offense did the unborn children who are victims of maternal drug and alcohol abuse?

Assume there are innocent victims and avoid sincerely victimizing anyone 'cos that's the best karma for you.

Karma is a religious concept derived from buddism/hinduism...so your question is irrelevant on a rational level
