You know, I have attempted this in my community and it did not work. Why? I live in a community in Pomona, CA were no one really cares about anything, and the reason they do not care is because they are poor. If you want people to care, give them jobs and an education and that will give them something to care about.

I am in college and am taking Community support worker course
community participation can be volunteering at some community center....its a way to get out and do something with in your community.
the other questions there are something I am just learning about so sorry can not help you there.
