LUSH cosmetics are the greatest thing for any girl or woman
It's really nice all natural bath/body products. They have amazing things and using them makes you look and feel SO good. An 11 yr old would feel like a princess using these things. Definitely money, and a note telling her to pick the place. Take her to one of her favorite stores or mall, then out to eat. A day of shopping and eating will make her feel special and mature. Spending her own money on things she wants would make any 11 year old girl feel very cool!

i have a 11 year old girl and i know it is about impossibleto pick anything out she likes i would suggest that you get her a gift card to the mall my daughter got these for birthday and i buy them for her friends and they can go and get what they like at whatever store they want in the mall

Get her some Lisa Frank stuff-- a big pack of stickers, hair stuff, purse, etc. Going smaller? Give her a $5 gift card to a store she likes. Going bigger? Let her re-do her bedroom, any way she likes.
