why water can't flow into my water heater inlet after i've change a new 2-way tap?

sorry for not stating clearly, my new tap already has two lever knob; ie one for the normal and the other for directing water to the heater...

Take a look at the 2 way tap. Some of them have a knob for you to toggle between the heater and the normal switch
