The New Wave movement was an offshoot of the post-punk movement, so to understand it, you need to understand the post punk movement.

Basically towards the end of the 70's and early 80's, a lot of punk musicians were getting tired of the 3 chords, and a growl, played super fast, which is what punk rock was at that time. (Eg. The Ramones) They wanted to explore more technical, and advanced music, but retain the attitude of punk rock. So post punk was born, and featured a much wider variety of intruments, timing signatures, and chords. The lyrics were often more introverted, as opposed to the blatant verses of punk. Examples of this movement are bands like: Joy Division, Public Image Limited & The Birthday Party.

Anyway, most of those bands were very dark sounding, and the music (although VERY good) wasnt really that catchy. So some musicians again attempted to modify it slightly. This time making songs that were catchier, not as dark, and easier to dance to. They took the synthesiser, which had been used occasionally by post punk bands in the past, and began to use it far more commonly. Along with drum machines etc. The idea was to create dance or disco music, but retain the attitude of punk, and post punk music before it (It is debateable whether this was achieved, as most New Wave bands had excessive fashions etc.). Of course, because it was so catchy, it started being played in clubs, and then, once that happened, it grew in popularity. Some good examples of new wave bands include New Order, Flock of Seagulls etc.

I'm pretty sure it had something to do with the band the talking heads. They had that strange style of music and their dancing was very weird and different.
