A benevolent dictartorship is the best (from the administraive point ) form ove government because the dictator/king does not need to compromise.
This supreme ruler goes out and demands what they think is best for the country and it is done.
As president G.W.Bush said ' If this were a dictatorship, it'd be a heck of a lot easier, just as long as I'm the dictator"
I do not view Mr. Bush as an example of a benevolent dictator - just a dictator and not a very good one at that

Your question are about two totally opposing subjects: The best "guide line for administration" and the best form of government e.g. democracy.
I will not try and aswer the bit about democracy.
Some of the best guidelines for administration aree contained in the notes issued by the UK PM office on Service Delivery Reform. South Africa also has a very progressive model. (Unpublished, and developed by KPMG).
