Excluding Indian reservations, of course. And for Mohegan Sun, according to history they were completely wiped out. So who's running them? Ghosts? I don't know much on the subject but that's why I'm asking.

The citizens of Detroit voted in favor of having 3 casinos. The state of Michigan had to approve this decision but the Governor vetoed the vote. The proposal was put on the state ballot in 1996 and passed. 2 casinos opened 1999, the 3rd in 2000. They opened in temporary facilities but now the permanent buildings are under construction. The city gets a 9.9 percent cut, the state gets 8.1 percent for education. Indian casinos are located in Michigan also

It just depends on the individual state, and what was voted for. Lots of states have legal gambling, not all Indian casinos(fortunately). Nevada, Mississippi, New Jersey, Missouri, Illinois.......

It is not illegal to run casions in the US, Las Vegas, Atlantic City, St. Louis, etc. have casinos.

in california they any one can open a casino but are limited to the same types of gaming as the tribes.
