H.G. Wells, a socialist and Dawinianst, wrote War of the Worlds in 1871 as a response to several historical events, notably the Fabian Movement and militarization of of Germany, which led to a series of novels predicting war in Europe. Wells may have borrowed the semi-documentary fashion of telling a story from George Chesny. This hyper-realism style helped to inspire Orson Welles when the latter created his famed 1938 radio broadcast based on the novel, which also caused quite a panic in America (which amused Orson Welles yet he barely managed to keep a serious face during his aplogies to the American people). He was a most prolific writer, also known for The Invisible Man, The Island of Doctor Moreau, The Time Machine and many others.

H. G. Wells. Not a terribly prolific science fiction writer compared to Isaac Asimov (in response to one of the earlier answers), but a good one. It was Orson Wells who performed it on the radio and caused all the panic, although why it caused panic is hard to figure, because it was not told in "real time," at least not after the first few minutes, and so a person with any intelligence could tell it was not real.
