Looking for an old movie title 1960 or70's.?

Question

There was a family movie about a snow ski resort and a man trying to build a new one. They were going to use an old steam engine called a Donkey engine to tow the skiers up the mountian. When they were trying to find a way to get the engine up to the top of the mountian a boy told them to have it pull itself up. I think it was a Disney movie.
