not many hotels on Odaiba. Try Shimbashi, just the other side of the Rainbow bridge. Here is a link to the area and hotels. Can you read Japanese?

Hotels in Odaiba are very expensive, on the range of about 20,000 yen per night for the average stay.

I did a search on Rakuten Travel and the cheapest I could find in the area is the Hibiya Park Hotel, at 8,000 - 9,000 yen per night double occupancy, with breakfast included. It's a short walk from Shimbashi subway station, from which you can reach Odaiba via Yurikamome in 15 minutes.

There's not much chance of finding a cheap hotel in Odaiba itself, but there are plenty of business hotels with good access to Odaiba.

Contact a travel agent. Within Japan, HIS is good. There are also others listed on these websites. Good luck.
