FrontPage is microsoft's web page design tool. You use it to make and publish web sites. Your web host has to have FrontPage extensions enabled to be able to publish your site to it.
In general though it's a crappy tool - Macromedia DreamWeaver is much better and works on all web hosts.

It's a crappy wysiwyg web site editor by microsoft. Trust me, don't use it. Download and crack dreamweaver =:D
