Amendments that affect the substance (meaning) of document.

For example, an amendment that changes how something already in the document works would be substantive. An amendment that explains or clarifies how something outside the document works is procedural.

In the Constitution, for example, the 12th Amendment and 25th Amendment change the way certain electoral aspects take place. That affects the substance of Article II. But the 19th or 26th just set a bottom limit for who can vote, which arguably is only procedural.
