Was someone paid $25,000 For permission to use that particular piece of land? I am trying to enter a contest and I need to find out in what place an agreement was reached that turned a group of wild 'horses" loose on a piece of land.

I am not sure what you are trying to get at with the secind part of your questions but here goes:
The other person is right that is wouldn't be the "Baja" 1000 if it wasn't in Baja it be the Wherever 1000 like the Indianapolis 500 is at Indianapolis Motorspeedway.
The Baja 1000 race was in Baja because in the 1960's as off raoding became more popular people from the southern california area would drive to baja to find open unimproved land to run their 4x4s without fear of hurting their american driving record. So many people were going down for unorganized illegal races they began a legl organized race.

It wouldn't be the Baja 1000 if it was held somewhere other than Baja.
