Im not sure I follow your question. Would appreciate if you can provide following information.

1. Are you talking about email clients like Outlook etc.

2. Are you talking about webmail like Y!Mail or GMail

Typically to send pictures, you have to "Attach" them using the "Attach File" link or the button which looks like a paper-clip.

Pls msg me once u update this question, will change this answer then.
