You can't turn a PC monitor into a TV, since it doesn't have the required hardware. You can install a TV card into your PC, then hook it up and watch TV on your PC. Hardly useful, this. There are also other devices that can let you watch TV on your monitor, I've seen one called Octopus, which cost about 90 euro...
As you probably have noticed, LCD TV's are usually at least twice as expensive as LCD monitors of the same size...

All you have to do is get a TV tuner card (external or internal) and attach it to the TV. TV tuner card can be obtained from any shop that keeps electronic items or computer n laptop accessories.
It does have pros n cons:
1) The quality is not as good as TV but it sure serves the purpose good enough.
2) You wont be able to do a fine tuning as the TV tuner card doesnt have booster which TV have inbuilt.
3) Cost - TV tuner card is very cheap if you already have a computer or notebook. If cost is your concern, then better to go for TV tuner card than buying a TV.
4) You can easily take snapshots of favorite images in TV programs and record your favorite programs directly to your computer using TV tuner card.

Get a tv tuner card
It is of two types.
1>external-here u need only the monitor and works fine with cable
2>internal-u have to attach it to ur main board. This features recording too.u can record and save ur favourite program.
The 1st one does not use processor and has a better picture quality while the other one has the recording advantage.
both support cable and diskmans.
I have used both and it does not harm ur pc in any way

You have to purchase a monitor with a t.v. on it, yes it works, and you have to buy a cable that hooks up to the back of the monitor. I purchased a Samsung monitor with pp from Best Buy
