Depends, could mean many things, if they take drugs, its them going through detox if they dont get their "fix" fast enough. If they are off drugs, it could be that they have a blood sugar problem and need to eat more. If it isnt drugs they need to get checked by a doctor, could be a sign of some serious problems. It could just be as simple as a nervous twitch, or something more serious.

He definetely needs to have a CAT Scan or MRI. He could have a brain tumor or a blockage of a brain blood vessel. It is very costly but it could save his life. Check with his regular physician first and if he feels the need he will refer him to a radiologist.
