Process of Rusing in normal terms is defined as oxidation. When the iron comes in contact with Oxygen, it forms Iron Oxide which is redish in color.
Theoritically, the oxidation process involves receiving of electron from other element like Fe receiving electron from O2 and forming Fe2O3. It can even be a reaction between an acid with iron like Fe and HCl forming FeCl3. Here, Iron receives electrons from Chlorine.

Rusting of iron is due to the corrosive products present in environment like oxygen moisture and co2 present in moisture will corrrode rapidly.when iron reacts with o2 forms hematite usually known as fe2o3 which is formed as a scale on the surface of iron.
2Fe+3H2O=Fe2O3+3H2

When Moist formed around Iron(Fe) react with Iron,Ferrous Oxide
will be formed.
2Fe + 3H2O -> Fe2O3 + 3H2
Fe2O3 is rusted Iron

local cells are created when iron with impurity comes into contact with moist air. so its actually an oxidation reduction process that's taking place with iron as one of the electrode and impurity as the other.
