I too have sensitive skin, and have fairly regular break out problems on my forehead and "T" zone. I have tried numerous different foundations, because like you, I really need to use cover up! Cleansing properly seems to be the most important thing, more important than the specific product I use. That said, I have used Neutrogena with success. They have foundation and concealer designed for acne-prone skin.

bare minerals still has additives that people can have allergic reactions to. i use true mineral makeup because it is 100% minerals. i have very sensitive and redness. the foundation is sensitive enough for me and covers my redness. i have been using it for 7 months now and i have not yet broken out from it!!! to see where they sell it by you visit there website

Try Artistry products for sensitive skin. My friend who used to get acne for every other product is fine with Artistry products for sensitive skin. Just check it out.

i have this EXACT same problem, and i'm experimenting with neutrogena stuff right now (the "skin-clearing blemish concealer"), which seems promising! i have the green (redness-correcting) and the Fair.
also -- i totally agree with what Elizabeth said about cleansing. i've been using "Kiss my Face" olive oil & aloe vera soap the past few days, and it's really doing wonders for my oily/acne-prone skin! it's extremely inexpensive and totally worth it. this stuff also got rave reviews at www.makeupalley.com . you should check it out! http://www.kissmyface.com/Product/Kiss+My+Face/Olive+Bar+Soaps/0100802EA/
oh, and i just saw your other post -- Bare Escentuals broke me out horribly too. my skin is so sensitive it breaks out if you look at it wrong! seriously, try this soap, girl... if i love it, you'll love it.

I don't use it but, I was in the MAC store yesterday and the lady explained to me that it's used to even out your skin tone, give your face a smoother look!
