Within five minutes of death probably. After five minutes you are looking at possible brain damage. The idea is to jump start the heart.

The only thing (besides Frankenstein) that comes to mind is the paddle-thing that doctors use to restart your heart when you have a heart attack. So, if the non-living thing's heart just stopped beating a couple of minutes ago, and you have a team of doctors standing by with all the tools of an ER, then maybe.

Yes because when you die and you are therefore considered a non living thing, within enough time electrical pulses to the heart may revive that non living body.

No. Those are more on camera tricks and for cinematographic purposes only. Non-ling things cannot, in any way be revived by electricity.
