We are about 60% water. 1 L weighs 1 kg.
0.60 ( 70 kg) = 42 kg water
4/42 x 100 = 9.5%
This calculation doesn't address what "compartment" the water came from... for instance vascular space versus "interstitial" volume. Given time, the body shifts fluids between compartments, in this case it would be shifting to maintain blood volume.

Considering the body contains about 6 litres (at most) of blood for such a person, and the rest of the body's liquid may get him up to 7 maybe 8 litres, He apparently will have lost 4/7 to 1/2 of his body water, quite possibily leading to dehydration and in this case possibly death

Age is irrelevant and the question needs more info, like how many liters of water did he have to begin with.
