Is the festival really only one day for a few hours? It sucks that you have to pick between the two.
I think instead of buying her a super nice present, you need to throw her another party, even if it is just the two of you. You need to do something special. I'd be pretty bummed if a friend skipped my party bc of a better party. Maybe you could help her set up? Make a song list?

Go to her birthday. It's her sweet 16! As a friend you should go. Next year go the Autumn festival. Does the fest go on for a few days? Go on a day you wouldn't normally go. Sure you're missing out on the things you want to see, but you're still there.
It's rude to your friend, too. That's like saying "You are such a great friend, but I had to miss your Sweet 16 because of a festival I really wanted to go to. Here's a REALLY expensive gift to make up for it!"
You're going to have that festival every year. Your friend only turns 16 once. Saying "well, I went LAST year" doesn't quite cut it.
