Dobby was a house elf...but he didn't really tell on anyone, he was tryin to warn Harry about his masters and their evil plan. There is a poltergist called Peeves that makes a lot of trouble, tells on students, and looks for things to get into...but he's not in any of the movies, only the books.

Dobby is a house-elf. He's given a sock at the end of one of the books, which frees him from slavery.
House-elves aren't allowed to tell on their masters as long as they are still slaves.
