I would try Models Prefer eyebrow product, it does not replace your eyebrows, but imitates them. The founder of this company was a model who was asked to shave her eyebrows of for a photo shoot and then never grew back properly, this is her founding product for that reason. Sells on QVC.com in the states or QVC.co.uk in the UK

My advice would be to treat it from the inside out so go to a health food store and find out which vitamins help hair grow faster and more lusciously.

I've heard that women's Rogain works. But it still takes up to 4 weeks...
